Bring tools/gtaiv-skate back from PR #69's head (f0f3e15) unchanged, run its authored checks from scripts/verify.py and CI, record the live-query surface decision as proposed ADR 0004, define the riding-surface terms, and point entry docs at open issues after the fresh-start issue closure.
