Crowdin: don't export untranslated strings

Without this, Crowdin fills untranslated strings with the English source on download (e.g. 22 English strings were written into values-ko/strings.xml). With skip_untranslated_strings: true, missing translations are simply omitted and Android falls back to the default English resources at runtime.
