Fix the PR links of the `dpnp.row_stack` removal (#2957) and of the Windows header deprecation warnings fix (#2993, the re-land of #2984, which never reached master), use the `#NNNN` link format for #3026, reword the sparse linear solvers entry, and drop the empty `Security` section. Add the missing entries for #2871, #2948 and #3059, and mention the Python 3.15 and free-threading support in the release summary.

Array API standard conformance tests for dpnp=0.21.0dev15=np2py314h8d9cdd5_21 ran successfully. |
Name the NumPy 2.5.4 version, and add the new `dpnp.scipy.sparse` namespace, the backward-incompatible changes aligning with NumPy 2.5 and the array API, and the DPC++ 2026.1.1 and dpctl 0.23.0 minimum versions to the release summary. Also list `csr_matrix`, `issparse` and `aslinearoperator` in the #2841 entry, which are public and documented but were missing.
