旧契约把 Python/MF 绑在同一个 Release 版本，并让部署内所有 Peer 共用安装版本；这会使独立仓库发布互相等待，并让一次升级改变其他运行端的选择。
本 PR 改为独立
(Extension, Distribution, version)发布、部署共享身份和业务数据、每个 Peer 保存精确安装选择及启用意图。插件维护业务和数据兼容，宿主负责原生应用与真实运行结果。历史产物和文档保留原身份；v1 历史读、新版管理和数据库切换边界明确记录。关联实施：InKCre/ext-reg#58、InKCre/impl-py#129、InKCre/impl-ts#130。三个 implementation PR 正在采用此契约；尚未将它们的未完成验收记成已交付结果。
验证：Website format/build、git diff --check 通过；源码与 preview 验收由各实施 PR 提供。Python 共享环境变更需要暂停 Peer 并从新进程启动，协议迁移需要新版消费者及旧写入退出；本 PR 不承诺无停机切换。
