…o the scanner tests run (#89) A shared composite action, install-scanners, used by ci.yml and publish.yml after the plugin-hostd one: python3-lilv (its pure-ctypes module copied to a directory PYTHONPATH names, for the setup-python interpreter), omx-clap-host and omx-clap-host-tests from the FreeMixer channel (omx-clap-scan and fake.clap, exported as OMX_CLAP_SCAN and OMX_CLAP_FAKE), zam-plugins and calf-plugins for the installed-bundle preset tests. On CI the live scan test and a lilv-importable test now fail instead of skipping; workflows-agree holds both workflows to the action.
…he host's /usr/lib/clap (#89) fake.clap now lists six plugins (test.widen, test.auxout added): the golden is regenerated from the installed omx-clap-scan and the tests that counted four follow. Once omx-clap-host is installed on the runner, /usr/lib/clap holds plugins and the standard-path tests saw them: OMX_CLAP_SYSTEM_DIR names the system directory instead, and the discover tests and the live --all tests set it to a directory that is not there.

Fixes #89, to be verified on this pull request's own run (I could not run the apt steps locally).
A new composite action, .github/actions/install-scanners, used by ci.yml and publish.yml right after install-plugin-hostd (which adds the FreeMixer channel): python3-lilv, zam-plugins and calf-plugins from the distribution; omx-clap-host (omx-clap-scan) and omx-clap-host-tests (fake.clap) from the channel, which serves both for bookworm at 0.10.0 (I read the package lists and the deb contents). It exports OMX_CLAP_SCAN, OMX_CLAP_FAKE and a PYTHONPATH holding only lilv.py, because the setup-python interpreter cannot see the apt dist-packages (the binding is pure ctypes).
So it cannot go back to skipping: on CI the live omx-clap-scan test and a new lilv-importable test fail instead of skipping (checked locally with CI=1 and nothing installed: red), and src/workflows-agree.test.ts holds both workflows to the action and the action to the variables the tests read.
To look at on the run: the apt install of the six packages on ubuntu-latest, that the live scan golden test and the ZamVerb and Calf preset tests ran (not skipped), and that the tools tests pick up lilv. TAL Reverb is not installed (no package I could name), so its two preset tests still skip.
