ubuntu-latestis moving to Ubuntu 26.04 (runner-images#14748), and setup-python has no Python 3.9 build for 26.04, so the static checks fail as soon as they land there. Python 3.14 is preinstalled on the 26.04 image, and the pre-commit hooks pass on it locally (SKIP=golangci-lint uvx --python 3.14 pre-commit run --all-files).I also pinned both jobs to
ubuntu-26.04, so the next image move happens in a PR instead of breaking CI.
