Operations (POST /api/ops/{name}, with 428 approval for destructive
ones), the task queue (list/get/claim/progress/complete/cancel, claim
expiry and redelivery) and the event log, served with the same wire
format as adapter-core. Tasks, events and approval keys live in tables
of their own in data.db, so they survive a restart and stay out of the
records API. The lifecycle rules sit in _a2app_rules.js under the gate's
self-test, which pins the approval and dedup hashes to adapter-core's.
The starter gains a `tasks` migration and pb/pb_hooks/operations.js with
the same operations as the react-node starter (clear-done, count-tasks,
complete-task, request-triage); `archive-done` never had a runner.
From #25, rebased onto main without #21's View panel and validate step.

ahmad-ajmal's queue port for blueprint-pocketbase-react, rebased onto main without #21's View panel and validate step, with access control on PocketBase's own routes, idempotency, a write pause when operations.js cannot load, one open run per record, and an e2e test against a real PocketBase 0.26.6. Closes #22.
