Release candidate 1.0.0-rc.18, the first built in the public repository, so the release workflow's GitHub attestation steps run for the first time.

Bumps pyproject (1.0.0rc18, uv.lock), Chart.yaml version and appVersion, and the admin OpenAPI version. The CHANGELOG's Unreleased entries (#39 psql hint, #51 README, #52 and #55 dependency advisories) move under 1.0.0-rc.18, with a note that earlier candidates are cosign-signed only.

Local preflight: check-quick, type, security, audit-cover, release-evidence, docs-check and requirements-production-check pass.

Release candidate 1.0.0-rc.18, the first built in the public repository, so
its image and chart carry GitHub build provenance attestations. The
CHANGELOG's Unreleased entries move under 1.0.0-rc.18.
