Why

A merged change shows up in the release PR only after release.yml's CI has run, about 30 minutes later. It takes longer when an earlier push's run is still in front of it, because release.yml's workflow-level concurrency group runs one push at a time. Reviewing the release PR means waiting for that.

What

  • New .github/workflows/release-pr.yml: on every push to main, it runs release-please's PR pass (skip-github-release) at once. It only rewrites the release PR; it never tags or releases.
  • release.yml's release-please-pr: now runs only after publish-release, to open the next PR after a release. On every other push it would only repeat what release-pr.yml already did.
  • Concurrency: both jobs share one group (release-pr-refs/heads/main), so they never rewrite the PR branch at the same time.
  • Docs: docs/ci-overview.md and .github/RELEASES.md describe the new flow.

Why this does not weaken the release gate

The release is still cut only by release.yml, after CI has passed on the commit that merges the release PR. That commit's tree holds every change in the release. So a release PR that lists a commit before that commit's own main CI finishes cannot ship that commit untested.

The two states where the early pass must stay quiet

  1. The release PR is merged but its release isn't cut yet. release-please handles this itself: createPullRequests returns early with "There are untagged, merged release PRs outstanding - aborting" (release-please v17.6, src/manifest.ts).
  2. The release is cut but still a draft (assets attached before publishing). A draft is invisible to release-please's latest-release lookup. Without a guard, the pass would compute a "release everything" PR. The new workflow skips while any draft release exists; contents: write is needed for the token to see drafts. release.yml's release-please-pr then opens the next PR after publish-release. A stranded draft from a failed publish blocks both passes, as it does today.

Validation

task lint (including actionlint) and task test pass. Nothing in this change runs in PR CI. The first push to main after merging is the real test: the Release PR workflow should refresh #427 within about a minute.

Summary by CodeRabbit

  • Release Process
    • Release pull requests are now opened or refreshed after pushes to the main branch, without waiting for CI to finish.
    • CI continues to gate release creation and publishing. A draft release or a merged release pull request that has not yet been tagged pauses the immediate update.
    • After a release is published, the next release pull request is opened.
  • Documentation
    • Updated release guidance and CI workflow references to reflect the revised process.

A merged change reached the release PR only after release.yml's CI, about
30 minutes later and longer when an earlier run was still queued ahead of
it, because release.yml's workflow-level concurrency group serializes runs.

release-pr.yml runs the PR pass (skip-github-release) on every push to main
at once. It only rewrites the release PR. The release is still cut only
after CI passes on the commit that merges the release PR, and that commit
holds every change the release contains.

The two states in which the pass must not compute a PR are covered.
release-please aborts on its own while a merged release PR is untagged.
The new workflow skips while any draft release exists, since a draft is
invisible to release-please's latest-release lookup.

release.yml's release-please-pr job now runs only after publish-release, to
open the next PR. Both jobs share one concurrency group, so they never
rewrite the PR branch at once.

Walkthrough

A new workflow creates or refreshes the Release PR on pushes to main, subject to draft-release checks. The release workflow now runs its follow-up PR pass only after publishing a release. The release guide and CI overview describe these separate passes.

Changes: Release flow

Layer / File(s) Summary
Immediate Release PR pass
.github/workflows/release-pr.yml, .github/RELEASES.md, docs/ci-overview.md
A new workflow checks for draft releases and runs release-please on pushes to main when no draft exists. It does not create a GitHub release. The guide and CI overview describe this pass.
Release cut and post-publication pass
.github/workflows/release.yml, .github/RELEASES.md, docs/ci-overview.md
The release-please PR job runs only after successful publication and shares a non-canceling concurrency group with the immediate pass. The documentation distinguishes the CI-gated release cut from the post-publication pass that opens the next PR.

An older draft could allow an unintended Release PR refresh, and the troubleshooting guide could misdirect operators. The change is mergeable with these bounded corrections or explicit owner acceptance.

Correct the Release PR troubleshooting check.

When CI fails, release-pr.yml can still create or refresh the Release PR. The “CI tests passed” check now gives operators a false prerequisite. Replace it with a check of the release-pr.yml run and its draft-release guard.

The troubleshooting checklist for a missing Release PR listed passing CI,
which the PR pass no longer waits for; it now points at the Release PR
workflow's run and the two states in which it stays quiet. Two em dashes
the change added to RELEASES.md are gone.

The draft check keeps its limit of 20 releases, with a comment saying why:
the only draft that misleads release-please is the one release.yml has just
cut, which is the newest release, and an older draft would only block
every refresh.
