The v0.2.3 caps were sized for a load balancer that hid client addresses, making every per-IP bucket site-wide. With PROXY protocol from the NodeBalancer (cfp-live-cluster #203) the first X-Forwarded-For hop is the visitor again, so bring the caps back to per-visitor sizes. Per-IP rate limits return to per-visitor sizes now that the production gateway receives real client addresses (PROXY protocol from the NodeBalancer, cfp-live-cluster #203).
