Upgrade bundled AST CLI to 2.3.65 by updating checkmarx-ast-cli.version and replacing platform binaries (cx.exe, cx-mac, cx-linux) via Git LFS (new OIDs). Also bump package.json and package-lock.json version to 0.0.163 to reflect the new CLI bundle.
The predicate test assumed a scan was already available in the test environment. When no scan was present, it would fail before running the assertions. This change adds a fallback path to fetch a known scan and its result list, ensuring the test remains stable even when the environment starts empty.
