Purpose
When moderator rejects a new registration submission, the rejected registration is not shown rejected tab for EGAP provider. And registration moderator page shows “Not found” error immediately after rejection.
Changes
allow registration be visible for 'rejected' tab
show rejected registries in drafts to allow to resubmit them
show in submitted rejected registration (need apply Front end changings CenterForOpenScience/angular-osf#1074 )
