Drops travis CI (EOL for years), appveyor, and circle CI support.

Replaces with an equivalent, and much simpler GHA workflow.

Build and Test sdist and wheels:

  • Triggered by pushes and PRs against master and release branches
  • Run on windows, arm mac, intel mac, and linux
  • Wheels built by cibuildwheel from PyPa
    • cibuildwheel uses sufficiently old manylinux to provide a generically useful glibc when we switch to building castxml from source
    • cibuildwheel tests the wheels for us, configured by our pyproject.toml
  • SDists build by build sdist
    • sdists tested by building them into wheels and running tests via pytest

Releases:

  • Triggered by the creation of a GH release
  • Runs same build and test workflow, then uploads to PyPi via a Trusted Publish workflow
  • Releases are created from signed tags

Updates docs to reflect new release approach.

Build and test the wheel and sdist on pull requests to master/releases and pushes

Build, test, and upload to pypi (both wheel and sdist) on the creation of a release.

Ensure we're using sufficiently generic manylinux to provide an older glibc

Seems like I can't remove appveyor... guess that one's just going to fail for a minute.
