Delete .codex/config.toml.

Repository guidance belongs in versioned contributor and agent instructions. Reviewer-controlled model, reasoning effort, approval policy, sandbox, and network settings should not be weakened or overridden by this repository.

    Completed by merged PR #48. Verified against current reviewability-v1 (26f933e): .codex/config.toml is absent, so the repository no longer overrides reviewer model/reasoning/approval/sandbox/network settings.
