Syncs the shared artifact-publishing template with azure-sdk-tools PR #17410, making the SBOM generation timeout configurable.

SbomGenerationTimeoutInMinuteswith a 30-minute default. - Passes the timeout to the publishing task without changing SBOM enablement conditions.
