Prepare the 4.29.0 stable release by updating the project and package versions from 4.29.0-beta.2 to 4.29.0.

The bilingual changelog includes all beta.1 and beta.2 entries, plus all 18 commits merged since beta.2, with configuration and navigation migration notes. Move the released log-workspace notes out of unreleased.md.

• 155 Python tests covering Slack TTS, Discord replies, Lark rich text, quoted messages, log metadata, and cron behavior

After merging, create and push v4.29.0 from updated master so the tag points to the merged release code.
