Free Google Play Developer Console

Upload your apps freely to the Play Store

Anyone with Google Play Console has the ability to add a seemingly infinite number of users and connect users and apps through permissions and I do that.

Read the following carefully! I will not respond to any permission requests from Play Console or E-Mail. I put a lot of time into automation

You must have an email address from Google (Gmail). You will automatically receive an E-Mail from Google when you have been added to the Google Play Developer Console. Google cannot automatically connect an app to the user who created it.
When you create an app in the console, you will need to return to the form on THIS WEBSITE to get the permission to edit your app!!

You must fill out the form TWICE!

Once to be invited and again after you have created your app in play console. Only one user can edit an app. You can leave the second field in the form blank if you haven't created an app in the Play Console yet.
THE PACKAGE NAME IS NOT THE APP NAME! If you don't understand that, you shouldn't try to publish apps. https://docs.google.com/forms/d/1wQiKmP9R2PTmZQe_1ZAp3KCv9M8_d9nlqoLsLot2M-I/viewform

Please do not upload anything that violates Google's conditions, as I could lose my account without compensation. Since my personal information is stored and would have to be re-entered for a new account (which is then no longer possible), I have to sporadically check whether you are uploading apps or submissions that Google considers harmful. Please do not abuse this! Anyone who harms me will be removed without comment.

"12-Tester-rule"

Google has illegally introduced a "12-tester-rule" for all non-business accounts. This applies to all accounts registered in the Play Console since November 13, 2023. Creating a business account involves significantly more effort. The "12-tester-rule" states that you must have at least 12 testers for 14 days for every app to be approved on the Play Store.

In practice, however, people with 95 testers have been rejected. The trick is to get at least three releases out within two weeks, regardless of whether you've made any changes. Otherwise, you can try for months without getting the app through. Incidentally, this isn't described anywhere at Google and is only public thanks to the founder of the "Tester Community".

"12-Tester-rule" Law

This violates Article 102 of the TFEU (EU-law), § 19 and § 33 of the Act against Restraints of Competition (GWB) under German law. Those affected are entitled to sue for an injunction under German law.

The German Federal Cartel Office also considers it a violation, but has refrained from taking action due to a lack of staff. The EU Commission has been informed and stated that it will "include it in its monitoring of Alphabet."

They could theoretically impose fines of 10% of annual turnover each year and 20% for repeat offenses. Apparently they could even break up Alphabet. Whoever believes it

A class action lawsuit might also be possible, and the Testers Community could be a target group for this. Warning letters are also conceivable.

In Germany, the consumer protection agency has the right to bring class action lawsuits and could potentially take action against this. However, a briefing from the consumer protection agency has not yet been begun. Unfortunately, I'm not a lawyer and can't assess the risk of mass countersuits, abuse of rights by Alphabet, protracted proceedings, and associated costs for a civil / injunction action. If you're a lawyer, please take action, regardless of your country!

If you want to make the app chargeable

If you offer your app for a fee, you can do so here without having to pay anything first, like with Google. However, only one bank account can be registered so I will transfer the funds via PayPal to your Gmail from the developer account.

Automatic problem solving

I have build a AI agent app for Android called Screen Operator. With a command does it independently all annoying tasks that Google gives me. For example to get production access I have to write about 30 lines for each app you publish explaining why your app is ready for publishing. I let Screen Operator do it. Or if I can't find something in the Play Console, it finds the right buttons to do the things for me. You can also use it for annoying tasks that Google gives you.
