Antalya 25.8 Backport of #2585 - Use local abseil for host protoc build - #2634

Since protobuf v35.1, its cmake ignores ABSL_ROOT_DIR and falls back to cloning github.com/abseil/abseil-cpp via FetchContent. Every cross-compiled build then clones from GitHub during configure, and fails when GitHub answers the anonymous clone with 401.
