Subject: [PATCH 1/2] Have Dependabot update Rust dependencies

Dependabot updated the actions but not the crates in Cargo.toml, so
those were updated only by hand. The cargo entry takes the same monthly
schedule, single group and 7-day cooldown as the actions entry. Since
Cargo.lock is tracked, Dependabot's default strategy keeps it current;
pks, which doesn't track its lockfile, needs `versioning-strategy:
increase` instead.

Subject: [PATCH 2/2] Order Dependabot entries by ecosystem

Sort `updates` alphabetically by package-ecosystem, with no blank lines
between entries. Dependabot treats each entry on its own, so the order
changes nothing, but a sorted list gives each new ecosystem one obvious
place to go.
