fix(Tabs): update overflow when the tab container resizes - #12698
Tabs only listened for window resize events, so the scroll buttons and the horizontal overflow ("More") menu did not update when the tabs' container changed size without the window resizing (for example, a drawer or sidebar opening).
This swaps the window listener for the shared getResizeObserver helper (already used by NavList, Toolbar, Page, etc.) observing the tab list:
the tab list is observed on mount (horizontal tabs only, as before) and unobserved on unmount
the helper falls back to window resize when ResizeObserver is unavailable and is SSR-safe
Added a unit test that checks the tab list is observed on mount and unobserved on unmount.
Testing: shrink the container of a horizontal Tabs (with and without isOverflowHorizontal) without resizing the window. Scroll buttons / the "More (n)" overflow tab now update immediately; previously they only updated after a window resize.
Summary by CodeRabbit
Bug Fixes
Non-vertical tab lists now respond more reliably when their size changes, helping maintain a consistent layout as available space changes. Resize monitoring stops when the tabs are removed, preventing further resize handling after they are no longer displayed.
Tests
Added coverage to verify that tab lists are monitored while displayed, monitoring ends when the Tabs component is removed, and pending updates after removal do not cause errors. Also updated the test environment’s timezone setting.
Tabs only listened for window resize events, so scroll buttons and
horizontal overflow did not update when the tabs' container changed size
without the window resizing (e.g. a drawer or sidebar opening). Observe
the tab list with ResizeObserver via the shared getResizeObserver helper,
which falls back to window resize when ResizeObserver is unavailable, and
stop observing on unmount.

Walkthrough
Non-vertical Tabs uses a resize observer for its tab list. Its handler updates scroll-button state and accent styles when the tab list is available. On unmount, Tabs calls the observer cleanup function. The test script uses Etc/GMT+5 as its timezone.
Non-vertical Tabs registers its resize handler through a resize observer. The handler updates scroll-button state and accent styles when the tab list is available. On unmount, Tabs invokes the observer cleanup function. The test checks that the tab list is observed and unobserved, and that a queued animation-frame callback does not throw after unmount.

Summary
Test script timezone package.json
The test script changes its timezone setting from EST to Etc/GMT+5. The locale and Jest command remain unchanged.
Some container resize states can repeatedly update Tabs or leave its active indicator misplaced, potentially destabilizing or visibly breaking the component. These issues should be fixed before merging.

Explanation
Issue #12363 requires horizontal Tabs to react when the tab-list container resizes. Tabs.tsx now uses the shared getResizeObserver helper on the tab list and cleans it up on unmount. The helper supplies the resize fallback and SSR-safe behavior described by the PR. The change calls the existing resize handling for scroll buttons and accent styles. The added test covers observation, unobserving, and a queued callback after unmount.

Explanation
The PR also changes the root package.json test script from TZ=EST to TZ=Etc/GMT+5. The supplied commit summary identifies this as a general Timestamp test and Node.js compatibility change. It has no demonstrated connection to Tabs container-resize behavior or issue #12363.

Filter resize notifications by width before recalculating overflow.
getResizeObserver invokes handleResize for every non-empty resize entry. handleResize then schedules handleScrollButtons and calls setAccentStyles, even when only the observed list height changed. This can cause redundant state updates and recalculation. The inspected JSX does not establish the claimed scroll-button feedback loop because the scroll buttons render as siblings of the observed <ul>. Width filtering is a recommended optimization from issue #12363, not an explicit repository requirement.

getResizeObserver(..., true) schedules handleResize with requestAnimationFrame, but cleanup only unobserves the element. A frame queued before unmount can still call handleResize afterward. setAccentStyles then dereferences this.tabList.current without a null guard and can throw. Cancel the pending frame in the helper cleanup or guard the callback after unmount.

When horizontal overflow removes a tall tab, a height-only notification can recalculate overflowingTabCount against the reduced list. If the remaining tabs fit, the count becomes zero and restores the removed tab. Its height change can trigger the same cycle again.
Track the tab-list width and skip recalculation when only the height changes.

Major · Prevent repeated overflow-count updates at zero width. · Tabs.tsx:475
Prevent repeated overflow-count updates at zero width.
When the observed tab list reaches zero width, countOverflowingElements can count the rendered overflow tab as out of view. componentDidUpdate then adds that count to overflowingTabCount and calls setState again. This can cause a maximum update depth error.
Keep the count bounded to the source-tab count, handle zero width explicitly, and skip setState when the calculated count is unchanged.

overflowingTabCount differs from the current value.
Minor · Preserve window resize handling. · Tabs.tsx:425
A window resize can change tab widths or positions without changing the tab list’s own size, for example through responsive typography in a fixed-width container. In that case, the observer does not run, so scroll controls and the accent can remain stale. The previous window listener handled this case.
Keep the window listener alongside the observer and remove both on unmount.

Recalculate the accent after the overflow count changes.
handleResize measures the current tab before the debounced overflowingTabCount update. That update can move the active tab from the tab list into OverflowTab, but componentDidUpdate does not recalculate the accent when overflowingTabCount changes. The new resize observer makes this path reachable when only the container resizes.

Newer Node.js releases no longer resolve the legacy "EST" zone, so the
test script silently ran in UTC and the Timestamp tests failed in CI.
Etc/GMT+5 is the canonical name for the same fixed UTC-5 offset.

What: Closes #12363
Tabs only listened for
windowresize events, so the scroll buttons and the horizontal overflow ("More") menu did not update when the tabs' container changed size without the window resizing (for example, a drawer or sidebar opening). This swaps the window listener for the shared
getResizeObserverhelper (already used byNavList,Toolbar,Page, etc.) observing the tab list:windowresize whenResizeObserveris unavailable and is SSR-safeAdded a unit test that checks the tab list is observed on mount and unobserved on unmount.
Testing: shrink the container of a horizontal Tabs (with and without
isOverflowHorizontal) without resizing the window. Scroll buttons / the "More (n)" overflow tab now update immediately; previously they only updated after a window resize.Summary by CodeRabbit
