From 273b4d56c48f13849198a9fc566b923427ec98c1 Mon Sep 17 00:00:00 2001 From: Claude Date: Thu, 15 Oct 2026 12:28:12 +0000 Subject: [PATCH] docs(pm-dispatch): name axis 4's new-gate clause as the one exception to the decision template's never-flip-the-letter rule The decision-analysis template says the recommendation is read from axis 1 alone and that axes 2-4 and workload never flip the letter (the self-check line: a yes does not change the letter; the flip-authority line: the letter flips only on a maintainer's separate ruling on the card). SKILL.md axis 4 says a new gate may be recommended only with the maintainer's naming words quoted, otherwise the recommendation is "do not add". When axis 1 picks a new gate with no such words, the two lines give opposite letters. Both lines that state the never-flip rule exclusively now carry the one exception, in place under the 120-byte cap: - the flip-authority line ends with the exception; its leading restatement that workload is listed per option went to make room (the options table line two bullets up and SKILL.md's decision-card line already require a workload column per option); - the self-check line ends with the same exception. Net lines 0 (50 -> 50, ceiling 50 unmoved); widest edited line 120 bytes.
