Subject: [PATCH] ci: drop EOL PHP 8.1/8.2 from test matrix; require PHP 8.3+

The test toolchain (pestphp/pest >=2.36.1 and brianium/paratest >=7.4) no longer
supports PHP 8.1/8.2, so composer could not resolve dev dependencies on those
versions and every CI run failed at the install step. Bump the supported range
to ^8.3|^8.4 and update the run-tests matrix and PHPStan job accordingly.
