Fixes #245

Summary

• Added rtl:-scale-x-100 to the Back to Home arrow in UserNotFoundCard.
• Ensured the arrow follows the correct direction in RTL layouts.
• Preserved the existing appearance in LTR layouts.

Changes

• Modified only src/features/developer/components/user-not-found.tsx.
• Followed the existing RTL styling convention used in other components.

Validation

• Verified that only the intended line was changed.
• Compared the implementation with existing RTL components.
• Automated tests pending.
• Visual verification in Arabic and English pending.
