work on Podman driver detection

What do you want to work on?

I want to fix a Podman detection bug where OpenShell picks Podman even when its socket isn't working, instead of falling back to Docker. I reproduced it on WSL and want to fix it.

Why this change?

I ran into this while testing OpenShell on WSL. It can cause startup to fail even when Docker is available, so I figured it'd be worth fixing.
